On June 25, 2020, the Russian government decided to amend the current regime of entry restrictions introduced on March 16 due to the threat of the spread of a new coronavirus infection, based on the petitions from the diplomatic missions, business associations, Russian and foreign companies to the Government of Russia.
Highly qualified foreign specialists abroad who have a work permit in Russia are allowed a single entry into Russia based on a special list. Such a list should be sent to the Federal Security Services (FSB) and the Ministry of Internal Affairs of Russia by the federal executive bodies.
A prerequisite for entry will be an indication of the checkpoint through which the employee plans to enter the country and the date of arrival. The HQS employees must have the following package of documents with them:
- ID;
- visa (if required);
- an employment contract or a civil contract concluded with the employer (customer).
At the same time, reception, execution and issuance of the following documents for an indefinite period were still suspended:
- invitations to enter the Russian Federation for foreign citizens, with the exception of a special category of employees (for example, truck drivers of international automobile traffic, aircraft crew, etc.);
- work permits for foreign employees who are outside the Russian Federation;
- permits to attract and use foreign employees.
After entering Russia, there is a need for compulsory observance of the 14-day quarantine by all citizens coming from abroad. Isolation and medical supervision is ensured either at home or in the observer. For violation of quarantine norms, the following fines are provided: for citizens from 15 to 40 thousand rubles, for officials - from 50 to 150 thousand rubles, for enterprises - from 200 to 500 thousand rubles. In case of serious consequences, the violator can be prosecuted.
